wiper switch only works on "low" setting. new relay didnt help

Year 87
Model Turbo II
Specifics: has rear wiper

my wiper switch only seems to work on the low setting and not on high or intermittent. I replaced the relay as all the DIY's suggested but it came out the exact same. everything else on the switch works. any ideas?

Did you replace both relays?

Is that not the default position when the switch fails ? I had to buy a good used one for my 88 vert.
The vert wiper switch is different as it has the control for the top built in.

It's probably the switch if it only works on low.
