I haven't owned my 88 fc for very long, but since buying the car, the wiper light has always been on. Does this mean a wiper is bad or low windshield fluids?

It's the only light on and is kind of annoying when the rest of the car is in excellent condition. Any input would be great.

 

Is the washer fluid full? If so, it might be a bad connection or level sensor.
