First loosen your battery Connection.Get the wipers working, and at the Wipers Fullest Movement,Pull the Terminal On the battery. This will stop the wipers. Now you can Take the Plastic Cap off the Wiper Arm,at the Bottom \,where the wiper arm meets the bottom of the windshield.Pull the wiper up.like you are going to clean the windshield.Loosen the nut on the Motor part of the Wiper arm assembly and Carefully Get a screwdriver(flat) and pry up on the arm there. It will pop off.then you just move the Wiper arm to where you think it should be and Reinstall.tighten the Nut,and Test it to see that A) it doesn't go past the Outer edge of the Windshield and B) that the wiper will go down Far enough to the Bottom of the windshield. The Wipers will not Sit INSIDE the well all the way, they will sit Just about flush with the bottom Windshield Molding.I have adjusted my Wipers that way and replaced a Couple of Arms this way.It works "OK"...If the problem is NOT Helped by this then you may ahev a Bent wiper Arm,or as you said there may be something else that is hindering it.,Like a bad wiper Linkage Inside the VENT,below the windshield, and between the firewall...Oh..put your Battery terminals back on.That may help you..haha!
