Wiper arms crank DOWN then up
I took my wiper arms off to clean and paint them, and since I put them back on yesterday they now crank downwards an inch or two before beginning their pass over the windshield.
Yes, I reset the motor's position before re-installing the wipers and I'm certain that I set the wipers up properly and securely.

What you think its the motors home position is not, but you set up the wipers as if it were. When the wipers reach the bottom of the glass, the motor still needs to keep going. So when you start it back up, it goes down first.
What you need to do is move the wipers about halfway up the windsheild, then unbolt them and move them down a few degrees and try again.

In the wiper motor gear case is a copper ring with an open sector. It is the position sensor.
Just open the case, clean the ring & contactor, and wipe on some dielectric grease.
Also the tiny relays in the wiper switch could be about worn out.

Okay, I finally got at it today.
The nut that holds the linkage to the stud coming out of the motor had loosened just enough so that the wiper's stop position changed slightly. Weird thing is the wipers didn't continue to slip further out of position. You'd figure that once it's loose it would keep going... Well, whatever.
I reset the motor to its starting position, moved the wipers to their starting position and then connected the linkage to the stud so that the first rotation would be an upstroke.
They work perfectly now.
Btw, I did pull the housing off of the wiper motor but didn't see/find the copper ring that SureShot mentioned. I did spray the internals with carb cleaner (there was a fair bit of crap in there,) scrubbed things gently with a toothbrush, blasted it all with WD-40 and then put the housing back on (after coating nearly everything with di-electric grease.) If you can't find anything to fix, at least clean the damn thing.
