Question windshield wipers wont reset

On my 86 7, the windshield wipers stop as soon as I turn them off instead of seating in the very lowest position. Is this the switch??

Welcome to the club. Its a bad wiper switch. I'd say that most people with an s4 have this problem unless they fixed it already. You can get a new one from Mazda if you like your wallet being raped (I think its about 200 bucks) or you can get a rebuilt one from Icemark. If you're good with elecronics, there are rebuild writeups if you search for them.

Your cruise control probably doesn't work either (same problems on my '88 NA Vert) The rebuilt kits I've seen look pretty straightforward. It'll probably take you longer to get the dash apart and back together than anything else...
