So, I just put in my Haltech E6k. Everything worked fine. Then i pulled out my dash to do my cage. Now with the dash out of the car but the dash harness still in it, the horn starts blowing as soon as i hook up the battery. There is also a constant buzzing coming from the cluster and the shift light stays on. The hazard lights also come on for a couple seconds when you first turn on the ignition. WTF is going on here??

if you didn't damage any wire in the process of removing and reinstalling the dash i would say just back track. probably 2 connectors got mixed up or crossed, that's where i would start.
