Why won't the allen screw on my BAC turn?

I have been trying to get my idle to act a little more street like, and the BAC is what is holding me back. I have tried to turn that damn allen head screw with every posible thing imaginable and it wont budge. Does that screw even work on a 91 NA? And even if it does begin to turn; how in the hell do you adjust it while the car is running? Seems like the injector plug and the FPR are in the way.

Maybe cause there's a thread locker on it?&nbsp I don't think it was designed to be adjustable via the hex.
