why is there an N370 turbo on my Jspec TII?

I recently ordered a used motor that's supposed to be a low mileage S5 Jspec TII longblock,
But It came with an N370 turbo on it.
isn't it supposed to be N374 for the jspec?
'makes me wonder if it was used stateside for a while before I got it..

Also my wastgate actuator appears to be tack welded stuck in whatever position, why the heck would that be, & how bad is this?
if emissions are removed does this still do anything? how can I fix it.
Havn't been able to look inside yet, because the downpipe's stuck.. still trying to get that off.

just trying to figure all this out before I install..
