For some reason or another my spark plugs are getting very fouled up.....like so fouled I can only start the car once or twice with them then they won't spark at all.......they're covered in black so I think It's carbon but I have what looks like alot of burned oil coming for my exh. pipe. whats this mean

 

Does it smoke when it runs? It's either runnnig EXTREMELY rich, or more likely the oil seals are bad and leaking oil into the chamber and that's what's fouling it out.
