so if i understand right from the blockoff diagram the turbo duty solenoid is actually a factory boost controller. so if i get a manual boost controller do i delete Turbo duty solenoid

Essentially, yes. The duty solenoid bleeds off pressure going to the wastegate to get the turbo to reach full boost, same way a MBC does.

so if im having boost creep issues would deleting the turbo duty solenoid and running straight vaccum/boost to the waistgate help. essentially bypassing the TDS and causing the waste gate to open at 5 psi since it has a 5 pound spring on it

also does this diagram pretty much say that you only need the Blue vacuum lines. in other words all grey lines are deleted

Not sure about the diagram, but running straight vacuum line to the wastegate will not fix your boost creep. You need to port your wastegate. Another way of fixing boost creep would be to put a restrictor plate in the exhaust. A swiss-cheese plate with exhaust gaskets on either side between one of your exhaust flanges will also keep your boost creep under control.

Yes, but you need to follow the rest of it too. If you remove the "PCV" system, you need to install an oil catch. It can be as simple as a moisture separator for air compressors, or it can be something purchased online.
