That's the DTSS bushing. It allows the toe in of the rear wheels to passively adjust in hard turns. You can search "DTSS" on the forum and find information. For a brief overview and DTSS Eliminator bushings, read more about it here:

UH..been there..
You are not gonna like the answer.
If you stay stock then that bushing is part of the rear assembly that Mazda will only sell with that bushing IN it...like 300 bucks per side. That bolt you can get at Mazda. The rubber Protective cap with the ears, you can get at Mazda.
NOW.all is not lost, as SpeedOfLife has given you the "alternative".
Aftermarket DTSS bushings.
...Trust me,It's not easy to put them in,but when you figure 600 bucks and more compare to 50 you are gonna put in the DTSS eliminator bushings regardless!

Or, find a car that does not have the bolt seized in the bushing with rust, and swap on the whole stock knuckles. I have a set in my ebay store currently.

It is 'kind of Rare' that that 21mm toe bolt actually comes out without being seized up against the steel collar,so If Kevin has it Grab it.
Otherwise you are in for a treat, especially of you are just a Bump and grind, back yard mechanic with hand tools.
YES that sleeve has to come out If you put in the aftermarket DTSS eliminators,.I used a Ball joint press,in a shop and It almost put me off my feet for a week!

usually when it comes to pressing bushings or bearings in, I pawn the work off on tire kingdom or tires plus LOL it costs a little but to have it done right and stress free is worth it in my opinion. ill order the eliminator kit and have tire kingdom press them in. THANKS!
