Wrong. Manual headlight pop-r-up-r. for when the power goes out and you need to move your headlights up or down.
"it" could also be:

tow hook, power steering lines, oil cooler, BOTTOM OF CAR ?
please specify.

Yeah, I guess I just always assumed it was an adjuster for some reason...

its to adjust the head lights manually, that's if your batt dies and you need to flip it back down or you need to disassemble without going in the car.

It's not really an adjustment, it's just a manual way of raising and lowering the light. The adjustment procedure is different.

*** Do not turn with the battery connected, since the motors are always "live" and will wake up once you turn the **** to the "on" side of the limit switch. ***

Or pull the fuse for the retractors and then dial them they wont go up when you turn the switch
