Like the title says, what is the ideal output a S4 alternator should put out? In Amps, they only measure amps here as opposed to volts, mine is only putting out 30 (obviously way to low since it wont charge)

If i recall correctly, the S4 output is 70amps. I may be wrong, if you do a search for Alternator output, it should yeald decent results!

The reason they wont test voltage is because ALL (except 24V systems on some diesels) put out the same voltage, somewhere around 14 volts.
S4 amps are rated at 70A, s5 at 80A, and s6 at 100A.
30A is a very dead alt.
