its an aftermarket ECU (computer for you car)
haltech is highly customizeable. Comes with software (not the best) that allows you to change most everything on your car that the computer handles. Well lots of stuff, engine wise at least.
You have to wire it yourself, some come w/ ends, some come w/ just marked wires.
Costs about $1000

here's the instrutions for installing it. I think it's about 10 pages long

http://www.1300cc.com/howto/how2/e6k.htm

if you know what you are doing it will take a full weekend to install. plus then you need to get it tuned by someone who knows what they are doing. they run around $1200usd, plus you need a laptop to tune it.

It'll be my next engine mod. but that will be a long way down the road it's staying as it is for a while.

basicly you rip out every wire under your hood. and remove the ECU. then install the haltech wires in place.
