Just wondering what is this hole for??? Is it for the stock By Pass Valve/ Blow Off Valve???

Yes, and the plastic nipple is broken off. S4s use a metal piece instead, which fairs better when the engines get stacked up in a shipping container.

Ok thanks i was on E-Bay and looking at the tubes with the BOV flange attached... I guess I'll order one abd see if i can go pick it up in person on my way to L.A. Thank Rotary Rocket.
