Were they making 2nd gens 20b ready?
When I was changing my sparkplugs I noticed on the Fuse block thers a arm that holds the leading? plugs up and i noticed theres a 3rd slot. Sounds reasonable cuz if they we're gonna add another rotor they wouldnt need to make another part.

There were two press versions of the 88 10th AE (both Artic silver) that were built with 20B engines in them as well as the GTUs (note the small "S"- don't confuse with just a GTU) was planned to have a normally asperatied 20B.
but testing showed issues with cooling and driveline, and with the S5 sales dropping due to the price, and poor gas mileage; it was decieded not to go into production with them and fix the cooling and driveline issues.

I don't understand what you're trying to say...
Are you talking about the extra fuse spot?
That's for ABS which your car doesn't have.
If you're talking about the bracket that is also attached to the fuse block that has that extra stud on it...that's for very early FC3S production that put the coolant overflow bottle on that side of the engine bay.
