Weird Starting Issue

I've had this '88 vert for a month now, recently after driving the next day I start up the car and it automatically goes up to 3000 revs and idles a little bit then eventually goes back down to 1000 revs and idles normally. No clue why.

this sounds like its working properly its called the accelerated warm up.

all its supposed to do is warm up your car faster.

if u start in gear wont do that, does it in neutral

That is normal operation of the accelerated warm-up system (AWS). On a cold start, it is supposed to idle at 3000 rpm for 17 sec, then drop down to 1500 until it warms up, after which it should idle around 750... if it doesn't drop below 1000 once warm, it is probably due to misadjustment of the fast idle cam, or the throttle cable tension.

You can defeat the AWS by: 1) starting in gear with the clutch in, or 2) giving it a quick blip on the throttle after it is started.
