weird start, help!!

weird start, help!!
ok my FC will start when its cold but it sometimes wont rev above 1500. and it wont start when its hot because its fouling out plugs, i puled the plugs and tehy had oil on the trailing plugs, what causing this guys? and how can i fix it?
