The water thermo valve is used by the double throttle diaphram. The double throttle diaphram keeps the outboard #2throttle plates closed when the engine is cold. As the water warms up, the water thermo valve closes and stops the vacuum to the double throttle diaphram and the outer secondary throttle plates now open.
But if your car is a non turbo, the outer secondary plates are spring loaded to wide open when there is no vacuum comming from the water thermo valve. That describes your car. If the water thermo valve is busted, then you will probably have some driveability problems for the first five minutes of driving when the engine is cold.
It's not worth fixing in my opinion. CAp off the vacuum line going to the valve. Don't worry about the open nipples on the water thermo valve.
I'd bet your double throttle diaphram's diaphram is busted anyway.
