I have a 1988 RX7,
When I start the car it does the usuall warm up rev when in neutral. I was wondering if anyone could tell me if it is normal for the car to rev up and down till the car is warm. This will only happen for about 5 min then it will go away. I was told it might be becuse my coolant is low.
Is there anyway to fix this.?

It's not because coolant is low...That doesn't really make any sense. 
First, make sure the cold start is working properly. When you start the car, it should immediately rev to 3K for about 20 seconds, then drop 1500, slowly dropping to 750 as the car warms. Don't worry if it doesn't do the 3K rev, but at the least you should have the 1500 RPM high warmup.
If you are getting idle pulsation during that period, adjust/check the TPS.

An it's 17 seconds, not 20. Haha, I'm just busting chops. Also good practice is to tap the gas before you start it up. It will idle the car a bit higher (like aaron said, about 1500rpms) until warmed up. I've observed when my engine is kinda warm it will idle at ~750 upon startup, unless beforehand I tapped the gas, It will idle around 1500.
