Vert spoiler

Ok so I had a vert spoiler on my gxl, now I have an OEM turbo spoiler. The problem is the holes dont line up, so what should I use to fill in the old holes? Is there any kinda plastic fill I can use or something else?

I used some of the steel epoxy type stuff, seems to hold up well but pretty hard to touch up without it being noticable.

I would guess the right way to do it is to put a weld then grind down.

If you come up with good way to do it let us know.

If this helps the cars not painted yet, just a primer sealed coat.
