Vacuum ?'s & a redirect

When I first got my 87 TII, I had appprox 15-17 in/Hg vac readings. I noticed shortly thereafter that the vac lines weren't hooked up to the stock locations. I inquired about this here, on other forums & with RP in TX. The consensus was the lines should be run to stock location. I put everything back (this was all on the ACV area) & dropped to 10-12 in/Hg vacuum. I didn't record how everything was before I moved stuff, so couldn't go back. I've replaced all vac lines & the vac hasn't increased at all. Under deceleration, the gauge snaps to 20 or so in/Hg. I think I hear a vac leak from under the upper manifold, but I checked the check valve to the OMP stuff, eliminated the vac spiders/solenoids/BAC/ACV/-0 start assist, etc. My vac setup is now very simple & has all new silicone line. Any ideas?

Also, What would cause a drop in boost at high rpm w/ throttle wide open?
