vacuum

I am really concerned and stuck in a situation where I need some outside help! its a 1987 TII
the car runs good and strong
but at idle I am only getting 12 in of vacuum
I know if the vacuum is low the motor is not the greates
but its a fairly new motor (last year installed) and I know that rotery runns little less vacuum than a piston engine but about 12in at 750rpm is little too low
and I checked for vacuum leaks nothing I can find

however the car wasnt driven since the motor was installed!
