upper radiator hose not pressured?

i have a 91 tII wit a koyo radiator. my upper radiator hose is not pressure like if there was not water circulating can it be the thermostat?

If you're opening the filler while the coolant is cold, then there's not supposed to be coolant flowing through the upper hose. The thermostat doesn't even begin to open until ~180F.

If you're opening the filler while the coolant is at operating temp, you've probably got horrible burns and have more important things to address at the moment.
