unbolted seat

my passenger seat was missing a bolt in the right front and left rear of the seat bracket. there doesn't seem to be any threads for a bolt in either. any ideas on how i can bolt it back down? you can't get to it from under the car.

only way to fix it properly is to cut the welded on plates off of the chassis and weld new blind nuts in place and reweld the plates to the chassis. either this or cut holes under where those plates are welded to put a nut in from underneath but i hate to rig up crap like that...
