Two T2 conversion questions (not the same old thing)

Guys I have all but completed my t2 conversion but have two small (sort of) problems I can't find tthe answer for. Clearly a guru's help is needed.

1) Where do I get power brake vacuum from? the service manual is abiguous (sp?) I used the port just to the right of the water feed port for the turbo in the LIM but there is no vacuum there (nor enything else as far as I can tell).

2) Last month at a tune session in Idaho, an engine got all blowed up because of the "wrong eccentric pullies" were on the cars. Since my engine is built from used parts, I would like to know if anyone has a TDC proceedure I can use. The alternative is just to pull a plug and try to wing it. I can get a dial indicator but don't know whatever pitfalls are in the future without some assistance.

My engine currently runs but as you can see, I still have a few bugs left.

1. The big vacuum nipple on the back of the UIM. It's under two small and one medium sized vacuum nipples.

2. The main pulley can only go on one way. I'm not sure if the turbo is different from the NA.
