First issue is that it is passing every step except one,
pull the EX-HI relay out and set it aside. Then check the red/yellow wire for power with key ON. If it has power, then jumper the red/yellow to the blue/white. Motor should run.
Issue is that it says in multiple locations on that thread that it should only run at the fastest speed.
I can not find anything that says what should be happening if the speed is still variable.
I have a feeling that the relay is bad but wanted to confirm about the variable fan speed still functioning with the relay out and red/yellow to the blue/white wire bridged for function check.
Second question. What amp is that relay? Direct replacements are in the $100-$140 range, and only because it is not made anymore, there has got to be a modern one, or even something solid state out there. I recently made one of the starter relays myself to get rid of the click-click-start issue, using a 50 amp relay, and it was like $20 with pigtail, so am considering just using one of the extra ones I had gotten to replace it instead.
Blower motor can be a PITA. Have you actually checked the motor itself? After years of service, the motor can become clogged with dead leaves, twigs, dirt and other debris. Here's a photo of my motor back in 2018.
After replacing my motor, it seemed to work for awhile but then became intermittent again. After checking the relays, they all appeared good. So long story short, I searched Ebay and bought a used Logicon with the black box that attaches to it (forgot what it's called), swapped mine out and haven't had any problems since. Also, beware that Mazda made some discrete changes in the electronics for the blower box under the dash. So, they are not all the same for the 2nd Gen's.

Any fan speed setting, other than high or off, is controlled by the power transistor. Jumpering the relays will bypass the transistor.
That is where I think this confusion is happening.
I am bypassing the relay, and I do not have off, and full speed, I have full speed control
The speed slider is still working when it is jumped, when every one of the FSM and forum posts says it should either be full on, or off, nothing else, so trying to figure what is going on.
