twin scroll test?

Is there a way to test the twin scroll actuator? Should the rod move by me applying force with my hand?

I jacked my car up on the passenger side, crawled under it and had my buddy rev my car to 3k. At 2800 you should see the arm move. There are a couple other ways to test the twin scroll system but they are in the FSM and I'm too lazy to look them up right now.

I need to be able to test it out of the car. Does it even make a big difference? Cause I can always just leave it off.
