check ALL fuses under the hood and by the clutch pedal. if they are all good, then start checking for shorts ( cut wires, rigged wire connectors, burn marks, frays, etc.)

check EVERY SINGLE WIRE. seriously, you need to make sure that you have gone over the whole vehicle 110% making sure that there are no burnt wires. this would be bad and would mean a harness overhaul or new wires ran. what ever you find, take pics of what you are unsure of and feel free to send them to my email as well as posting them on here for others to view and reply with their inputs as well.

I'm not sure what fan could be coming on under the hood cause there's nothing there...I'd guess it could be your heater fan coming on. I'm curious why you're so concerned with getting lights to work when you have no engine?

That's quite the custom clusterfuck you've got there. Curious as to what fan you are talking about...don't see one. The a/c fan?

The battery (when connected) should supply power to the fuse box which in turn supplies power to various components. If the wipers work, then other things should too (unless they are connected directly to the battery). That's where the checking wires and fuses comes in. It looks like someone monkey'd around w/the fuse box so there's no telling what is or is not getting power until u find out where those wires go and check them for 12v.

From your user name it would appear you plan on swapping the drivetrain on this car...which means that quite a bit of your stock harness will simply go away.
Your pictures show a fairly hacked up harness, so it'd probably be easier (and faster) to just start from scratch on the circuits that need to remain (lights, heater, etc.).

Once you replace the engine you'll find that most of the remaining electrical makes no sense in the new configuration because components were placed to clear an engine you no longer have.

You are wasting a lot of time.
Download the FSM and look at the wiring diagrams.
