trying to test tps with multi meter...arggghhh no reading?!?!?

trying to test tps with multi meter...arggghhh no reading?!?!?
ok, so i set the multi meter to 20k the plugs are in v(omega)ma for red and com for black.
between the black and green wires i get 1.0 no matter where the tps is in its sweep. try the red and blck i thin it was and it jumps like 13.5, 2.1, 5.7, .8, ect with out the tps moving?!?!
whats up? am i not doing it right?
