NH trouble starting after motor re-install

my friend had the motor out of his rx7 for a couple years and we finally got it back together recently. This guy knows cars better than the back of his hand, but gets frustrated to the point he'll just quit for the day on the car if one thing goes wrong. it ran perfectly before being taken apart, however he has now installed a walbro 255, changes the fuel lines to steel braided and installed a mallory fuel pressure regulator, it cranks over find and a few times it sputtered and ran for about 5 seconds.

the fuel pressure gauge showed no pressure except a couple spikes when first turning the key then it would fall flat. we tried adjusting the regulator through the entire range with no success, and still got nothing at what should be max fuel pressure. the fuel pump was making noise at 1st but has now ceased to make any noise and the car isnt even sputtering.

just put about 5 gallons of gas in. no leaks
the fuses in the engine bay are good
brand new plugs, getting spark
no air filter at the moment
all new fluids all around.

alternator isnt attached, working on a relocation bracket so he doesn't want to bother putting it on until its where it belongs. are these connections necessary even with a fully charged battery?

why would the fuel pump die out? (brand new), was definitely was working because the car did run shortly. any help would be appreciated.

any idea's? hoping to get this solved today, are their any under dash fuses that control the fuel system? could a relay be toast?

I think there is a fuse for the pump under the dash.Did you Connect the fuel lines correctly To the Engine?.

yes fuel lines are run correctly, ill check for that fuse, maybe that's all it is

i take it back they were run correctly. he detached the lines at the tank side and put them back backwards. now the issue the regulator and everything seems to be working well and with effort the car can be run, fuel pressure is at about 30 psi, any more and we get alot of back fire any less and it dies out, aside from port matched intake manifolds the rest of the engine is as it was before. what could be stopping this car from running right?
all new intake manifold gaskets etc all the vaccum lines are capped off, so no vacuum leaks, id assume atleast.

I belive base fuel pressure is supposto be 40lbs fyi, ill double check
