Transmission will not shift into 1st and 2nd gear? What the hell

I just put in a new used transmission and every gear works fine except for 1st and 2nd gear. Is there anything that could be wrong w/ it besides for a bad transmission?

Yeah.

You're clutch master cylinder or slave needs to be bled.

Or you need to adjust the clutch pedal travel from inside.

Maybe both.
