TPS Sensor question

Just a quick question, when setting the tps sensor, what does it mean when the tps sensor is released(wot) and is reading 7k ohm, i always thought it should read 5k ohm at wot according to the fsm and 1kohm at adle.
is my tps sensor FUBAR
