tps readings

how bad is it if the tsp reads 363 ohms in the idle position between terminals a and b? the fsm says it should be at 1000 ohms and between 4000 - 6000 at wot. at wot it reads 4750 ohms, which is within spec. my car has a serious lack of power through all rpms. would this explain it or would it be something else?
