TPS bad or something else? Help

While I was driving home, I noticed my car was kinda hesitating. I was getting on the Freeway and I was in 2nd and about to punch it. Then the car completely bogged at around 5k, and this is still in 2nd. I hear this faint whine under the car, i pull over and let the car sit... it is still idling at around 750.... but its kinda rough. I then proceed... I work in Irvine and I stay in Moreno Valley Cali... for those that know that is along way to be towed. Anyway i'm shifting then I get to 2nd i'm curious so i punch it again, it whines again. I back off alittle and shift to 3rd and proceed. The car then runs fine and it will just randomly hesitate for no reason. I suspect it being an electrical problem because it just seems like lately everything electrical is shorting out in my car... Windshield whippers, Dash Clock, Lights.... I will be getting a full tune up this weekend hopefully that will fix it. If any of you guys have any input on my situation, I'd greatly appreciate it. Also... my check engine light comes on also.. but when I push on the throttle the light goes off... its only on when the car is idling.

There must be some force that is affecting our cars. Check your ECU codes (I forget the website) and see if you get code 12. Currently, my 91 TII is doing the same crap minus the whining. But as soon as I take my foot completely off the gas the CE light comes on, and if I barely put my foot on it, it goes away.
