TPS Adjustment?

Hey, just installed a new jspec motor in my 87 turbo 2... at first i couldnt get it running, now it starts right up, but is slow to rev up, and slow to rev down. almost sounds like the timing is off or something, but its timed... both rotors are getting fuel and spark, and the motor has good compression. would a faulty TPS cause this? maybe a bad CAS? bad injectors? ECU ground? Engine ground somewhere? disconnected or incorrectly placed fuel/vacuum line ?

also, when i rev the car (i have to do so slowly because the further i press the pedal the more it hesitates almost floods) there is almost no boost. maybe a boost line is cracked? bad air flow meter possibly? i hear the intake gulp in air when i do quick throttles. im really lost here...
thanks for your help, Jordan

one more thing!

forgive me for the posts, im working on my car and coming back with new things i find...

the car is not really boosting at all... i rev the motor but there is no blow off (i have an ARC BOV)... could the turbo have gone bad from when i blew the motor? the exhaust side is not functioning any longer? i used a good compression jspec block and put all the manifolds and turbo from my old motor onto this new one. would a bad turbo cause this?
