Maybe the turbo is blown? Maybe you have low compression? Whats the trim and a/r of the hot side? A boost leak is also very possible. At what rpm does it build boost, in lets say 2nd gear?

1revvin7, thanx for helping out man. The turbo is new. I am not sure of the trim and a/r of the hot side, but it's somewhat bigger than the s5 hot side. The boost builds at like 4 grand in second gear. It feels like somthing is stuck and won't boost past 7 psi.
