if the lights are DOT certThe tails lights can be black as the ace of spades.. as long as when the light is pressed they show up correctly.
BUT.. again, this has to be DOT certified.. if the car came from the factoy with tails that look black when the lights are not on, its legal, because the company ran the tails through DOT cetification...
