I just recently swapped my dash from blue to black. Now, my steering column's tilt feature does not tighten regardless of the position of the tilt lever.

Initially, my friend had unbolted the column from my old dash, and does not remember doing anything special to have caused this. I've searched the FSM pretty heavily and can't seem to find the column tilt system anywhere in it.

Does anyone have any intimate knowledge of how it tightens? Or even better would be a detailed picture of the tilt arm. I have an idea of how I think it should work, but can't seem to make it happen.
