TII Swap Start-up

Alright, 550cc primaries and 720cc secondaries. When starting up on this set-up... would I be able to start the car? or will I need to order my S-AFC immediatley and tune it?

Secondays don't come on at idle OR any rpm under approx 3500 rpm and only over approx 3500 plus a LOAD.
