TII Guru's Turbo Question

I have a turbo off of a 87 TII. It has a bad manifold (iron part) which is cracked. I am selling just the turbo part. Now here is the question...When the turbo part was still in place, (attached to the iron manifold) it spins freely and has no play in it. Yet, when I take it off, now since it is no,longer attached to the iron manifold part, it is very loose. Is it supposed to be like this when not attached to the iron manifold part?
Thanks!

is there shaft play in the cartridge?? Its actually really easy to apart to a turbo and check the bearings. There are 2 copper beaings, one on the each end of the shaft.

No shaft play when it is all bolted up together, just when you have the turbo part off, the turbine just kinda flops around. Is this normal when it is not attached or is there something worn or broke? I had no trouble with the turbo, just selling it and do not want to ship the iron part because of weight. I just want to make sure that the turbo part is not bad.
Thanks!
