TII engine will not REV over 3000k (search no help, not clogged cat)

I finally got the car running a few days ago, but it still isnt right...
It idles very strong, a little on the high side, but I dont care about fixing that now.
My problem is that the engine will not rev over ~3500 RPMs. When I put pedal to floor, the engine sounds like its choking.
Pre and main cats are gutted, so thats not the problem. Could it be intake leaks? I spent a lot of time making sure nothing would leak, but cannot rule that out.
Tomorrow I guess I'll compression check it and get some starter fluid or something to test for intake leaks.

Heres some info bout car if helpful at all w/ this problem.
90 jspec in 87 car w/ 87 electronics and injectors, just put engine in last week
all emmissions removed and blocked off
BAC removed, 2 throttle plates removed, thermowax removed
secondary injectors just rebuilt/blueprint/balanced

Also, I'm new to turbos. Is it supposed to pull vacuum at idle? I pulled vacuum line off and it was pushing air, not sucking.

I would recheck all external connections to the engine. Vacuum lines, tight hoses, etc. There may have been something you overlooked, there are a lot of things to connect when you put a new engine in

get a FCD, maybe its cutting off fuel at 3k

Maybe the engine and ECU are poorly grounded. Reground them with better wires.

well, I dont think I'm hitting 8.6 psi or whatever fuel cut is at below 3000rpms
I got extra grounds running all over the engine bay, but I might try re-grounding the ECU tomorrow

thanks for ideas, any more?

Won't go anywhere past 3K, is the timing on? Does it stop instantly at 3k, or will it go a tad higher and come down? Is your AFM functioning?

timing is not the problem

thats another problem, there is a short in my "meter" circuit, so fuse keeps blowing and tach dont work. when I floor the gas pedal, it will go to about 3k (I estimate) and stumble around a bit like its choking. I need to find that damn short soon too

Is your AFM functioning?

AFM was one of the things I am definately going to be checking out tomorrow. The flapper door is pointing down b/c of the mounting kit that came w/ my intake but I understand that it should still work correctly pointing down. hopefully I'll be able to take one off another car and see what happens

I'm just trying to get as many ideas as possible before I start working on it again tomorrow

Intresting, does it seem to be running lean or rich? Might want to check the TPS and all the other goodies while you are at it.

Hard to say, since I've only run it a couple of times since I put the engine in. I'd say a tad rich though, b/c the O2 sensor was covered in a fresh coat of black stuff when I took off exhaust earlier. The primaries are a little leaky too.
