throttle stuck 87 turbo

A little back story, I just got this car started after it sitting since 91. I took everything apart cleaned it and removed the rats nest and thermowax and that was it. Ill make it clear im much more familiar with NAs than the turbos so I could just be overlooking something very simple. The car starts easy but will immediately rev to 3k and then climb after a second. The throttle plates will not return shut if Ive touch the gas pedal. I have to physically return it after i shut the car off. Ive looked to make sure nothing was in the way thinking a hose was binding it or something but its all clear. I havent removed the throttle body from the car to see it yet but everything was functioning fine before I put the intake manifold back on this last time. Its also odd to me its jumping to 3k on start up even with the plates shut. Did i miss something taking the thermowax off maybe?

No it was part of the linkage on the throttle body binding finally sorted it out this evening. Car seems to run fine now, a little ignition break up until it warmed up. This was the first time ive actually let it get to operating temp so far though. Couldnt get it to hold an idle but im sure ive still got a couple vacuum leaks. Boost gauge wasnt working, though i can hear the turbo spool up. So a couple little things to sort out yet.

Make sure the G/R wire at the TPS reads 1 volt w/key to on and the engine as hot as it can possibly get (20 minute drive's worth)
