It's for the thermowax on the rear of the TB, which raises idle speed until the engine warms up.
I just did this on the weekend. It's not that hard to get on, there's just a bit of a technique to it. With the UIM sitting in place but not on the studs, the front can be lifted up so you can reach the hose. By putting a little spray lube on the TB connection the hose slips on pretty easy. You need to use screw clamps, as it's much easier to get a lone screw driver or small socket onto the clamp than it is to get a pair of pliers onto a squeeze clamp.
You can remove the thermowax but you'll have a crap cold idle as a result. You need to nurse the gas pedal to keep it running until the engine gets a bit of heat in it. Personally that is far more inconvenient than reconnecting the hose occasionally. How often do you pull the UIM anyway?

its a bit of annoying job,but taking off the UIM is the easyest way or only way?
i actaully need to replace this hose on my car, it spruing a leak near the motor. ill have to replace it so my car will stop leaking water and tring to over heat on me!! but man im lazy.....
personally i hate taking off the UMI,but its not that hard really tho.
id take that off any day over doing a clutch or rear diff swap lol....
