No, you would glare the heck out of everyone on the street. And gets police fining you at every turn and if not fines then they would be looking at you a lot closer and that is never good.

Only way to do HID that will not get you in trouble and be worth it (those cheap P&P kits are pretty worthless for the driver as well) is to either have a retrofit done or do it yourself.

Expect to spend $250 - $500.

Personally just get some silverstars and be done with it, cheap and easy. Yet still plenty bright. Then later you can get some HID's done right.
