I'd say the BAC isn't functional. The BAC HELPS maintain a idle of approx 750.
BUT....the BAC ain't a gonna be able to do that if the timing is screwed up and or the idle has not been set correctly per the fsm.
The engine idle is set with the Initial Set Coupler installed. What that does is restrict the BAC to a SET duty cycle of approx 45percent. So no matter what adjustment you do while setting the idle, the BAC will not respond as long as the initial set coupler is installed.
After the idle has been set to approx 750, then the initial set coupler is removed and the bac's duty cycle can go anywhere all the way up to 100percent duty cycle.
The bac lets more air in to keep the idle up is the bottom line. Higher duty cycle....more air bypassed.
