Temperature Sensor Broken? or Gauge?

When I disconnect the temp sending unit from above the radiator with the car ON the temp gauge stays halfway up. When I ground it out it doesn't move, but after awhile the annoying buzzer starts going off. Does this mean the temp gauge itself is broken?
