TB Actuartor?

hey i own a 04 rx8 but just purchased a 90 Gxl with a buddy of mine, and one thing that we found from the moron who had it last was a zip tie holding the tb open where an actuator should be. now im not too familiar with the cars tb but i do see there are 3 main tb plates one lower and 2 upper and then 2 behind the upper as well. so my question is what exactly is the front 2 for is it like a choke in a sense? thanks in advance.

Choke like device called the DOUBLE THROTTLE DIAPHRAM.

On the non turbo, once the water temps are up, those two outer plates are spring loaded to the full open position, much like the zip tie you describe.

When the engine water is cold, the double throttle diaphram is fed a vacuum from the water thermo valve on the rear of the throttle body and the diaphram pulls the lever to the plates and that act closes them. Chokes 'em.

As the water warms up, the vacuum is removed from the double throttle diaphram and the spring inside the diaphram opens the outer throttle plates wide open.

I"ve never seen a double throttle diaphram that wan't busted even in the wrecking yard. Others have actually seen one that works. Not I.

On a TURBO car the double throttle diaphram does NOT spring the outer plates wide open when the water temp goes full warm. Unlike the non turbo cars.
