If its still there and hasn't snapped off you might try soaking it some WD40 or PB Blaster or some deep penetrate and tapping it gently to help loosen it up. Then you could try some vice grips on it to spin it loose hopefully. If that doesnt work you could try notching the bolt with a thin grinder/dremmel blade (if you have it available, then try and grip it a little better that way...
Hmm you can drill it out or use a grinder/dremmel on it to remove the bolt, but you WILL have to re-thread the spot where it snapped and you had to drill out...
Other then that... Im not entirely sure... Good luck. At least its not on the engine block.
