T2 manifold question

Hey i just purchased a t2 exhaust manifold. but when i look at it, it seems to have a wastegate on it. I thought the wastegate is integral to the turbo itself, not the manifold.

anyways it does look like a 13b manifold and all but is this from a s4 or s5 or sumthin else.

Zenki (S4) twin-scroll flapper - it is not a wastegate.

It blocks off one of the turbine scrolls below 2700rpm to increase exhaust velocity in the other scroll and spin the turbo up faster.
